The problem is that there's nothing to do in these parts of the city (Las Lomas, Villa Morra, etc) other than eat, drink, shop and go to the gym. If you like culture, architecture and being able to go for a stroll and see interesting shit, lively squares, green spaces with people etc, these neighbourhoods have very little to offer. They offer a certain level of comfort, safety and convience but they lack charm. They also have construction everywhere, so there's noise, dust and sand all over the place.
