In 2012, could they actually use DRS everywhere on track during practice and qualifying or is this a game bug?

Yes this was a real rule.

Real rule from 2011 till 2012. You could open DRS everywhere in Free Practice and Qualifying but not in the race. It was banned in 2013 and could only be used in the DRS zones like we have today.
