No it was not a fault it was a great Strategic decision if East Pakistan existed it would ve been a greater threat than Bangladesh and Pakistani radicals or terrorists wouldve operated from there and Eastern side of India woulve been in Danger AND refugees influx also needed to be put on halt thats why Indira Gandhi took the decision!
