Regulations actually allow tyre-warmers but it's the rally organisers decision whether to provide them or not. Since Acropolis is mostly gravel, warmers weren't really necessary Edit: looks like I was wrong, the Tyre Warming Zone is just a place like the one in the video, so no blankets :P
Also, you dont have a team of full mechanics running with you to every stage. They do that infront of every stage. Even more important (for smaller size wheels) is the brake temp. It keeps the tyres also warm from the inside.
