I , as a German , don t understand why Philly police is not able to control and " clean" this area for instance two times a day.........after some weeks such a street problem should be solved
I guess because US cities would rather have them concentrated in one certain city area than spread out across the city. For example in San Francisco and Los Angeles you have the Tenderloin and Skid Row as similar areas and normal people know where these areas are and avoid them.

camping and living incl. dumping surely not
