It depends on who your interviewer is. I often ask this question in an interview. My goal is to see if you think velocity is a good metric to measure performance (it's not), and it the goal of velocity is to increase it (which is also not true). However, in a very traditional organization velocity can be used to measure performance, compare teams, and more. It's a good opportunity to work with management in finding better metrics for this.
