The Color Replacement Brush Tool works by replacing the color of pixels on the current layer with the Primary color selected on the Color panel.

You need to "read the fine print" in the Affinity Photo 2 Help. Unlike the color-replacer tools in other graphics programs, this tool does NOT replace the color. It only replaces the hue. IOW, it doesn't affect the saturation. So if you try to replace an original color with a new color, it will keep the saturation of the original color. For example, if you try to replace saturated red with pale blue, you'll end up with saturated blue, which can be a real surprise. Or if you try to replace pale blue with saturated red, you'll end up with pink (pale red). And that also means it doesn't work with white, black, or gray at all. To fix this, you'll have to use other tools to adjust the saturation of the new color to be what you want.
