For each production actually their own reasons, but let me focus on a low budget feature. There's so many unknown unknowns involved and other unforseen hickups that in practice funds need to be reshuffled and re-allocated all the time and other disastrous stuff needs to be solved and mended with ingenuity and sheer luck, that a film finance plan is in our experience only good to give financiers something to hold on to when drawing their check books.
