Even the paper wallpaper looks nearly as thick as the fabric wallpaper As for painting the ceiling, you can probably do it the issue more is that you're gonna have to spend a lot of time to paint to get into all those little crevices in the design. I'm not even sure a high knap roller would be able to get into that enough?

I think you should strip the ceiling paper as well if possible, but anyway keep up the good work. Good Luck!!!

I believe it’s the angle. His height is about the same with the doorways or a bit taller. Thank you for the comment:)
