My theory is very similar to this. I believe that the police and city government didnt want to open a huge can of worms and have defense lawyers dig into the city and police and find other stuff like over-payments, budget irregularities, misappropriations etc. and/or find another female city employee that also sees dollar signs and wants to join in for the cash out. They must of crunched the numbers and figured this settlement was cheaper and after this she will go away.
