Historically it would be in the mixed air section which would be after the OA and RA mix together and upstream of the cooling coil. However, on space constrained systems, such as a small RTU, it is often located in the blower section downsteam of the cooling coil. This is usually because the true mixing section is too short of a distance and hence the two air streams are stratified at that point and not fully mixed yet.
