4 yards of organdy will be very OK. When you divide it into two part ( on the 60" length) and join, you get 8 yards width. But if you want lesser volume , you get 3 yards and join to achieve 6yards. Hope it makes sense.
Multiply by 16. So you will be getting about 12 yards of fabric. You will not have to divide and join because the length will already consume the 60" fabric length. I.e 28x2 = 56. So 12 yards will be OK except you're making it to floor length, then you will have to increase it.
Depending on the length you want for the gown. Organdy is length 60 and half of it (30) , cannot give a longer length for a 7 year old. Just get 8-10 yards
Ask there's no other name for it but be very careful some might try to give you same organza say that's organdy. Organdy looks and feel very rich and supple in texture compared to organza
