Close enough for sure! I personally do not consider horn a low brass, the reason being the mouthpiece size. The rim of a horn mouthpiece is a similar size to a trumpet mouthpiece and significantly smaller than even a small tenor trombone mouthpiece, making the embouchure very very different. So, despite the fact that the horn can play quite low, because of the mouthpiece and embouchure, I consider it a high brass instrument.

I always wondered what different people think because if you ask ten people which is it you might get five different answers. They definitely have a low brass fundamental pitch, FF Bass & Bb Tenor, but that's just due to the length. The length is more for richer sound quality than low notes. I'm with you on high brass❤
