No, you do not drive on the tracks of the 2003 WRC season, that's blatantly false. Colin McRae has NEVER had the WRC license. The only "official" thing about CMR 3 is the Ford Focus and its 2002 WRC livery. There are only eight rallies (instead of the WRC's 16 rallies), many of which don't even exist in the WRC (there's no asphalt rally in Japan, for example).
Honestly I have to disagree with the handling. Goes against everything I learned from the more stiff arcade games to the most accurate simulators. The Focus which if I'm not mistaken in the rally version is a four wheel drive handles like a front wheel drive car with rear tires made of ice. This means the car swerves everywhere in the most unrealistic fashion I've ever seen, even on terrible low budget tier car racing games
