You will find him at the border gate leading to Morrowind, he will approach you when you get there and ask if you would be willing to escort him to border gate that leads to High Rock.
the dialogue is charming but neither of them act like argonians at all. the interactions feel inauthentic and break any hopes of immersion. a fully-voiced follower is very cool but i dont think the modmakers came anywhere close to doing an argonian justice. they talk like aliens impersonating argonians.
They're fun followers to have, and unique. I don't even bloody care if they are non-immersive. Trying to speak like an immersive Argonian constantly is harsh on the throat and quite potentially damaging, and not something worth doing for FREE. I don't care for this ultranerdy overanalytical line of thinking, it can kick rocks far as I'm concerned.
Xelzaz is more understandable since he was raised in the uptight House Telvanni since he was a child, makes sense he would sound a bit more pompous and refined that other argonians and not have as deep of an accent. (Also i would like to think the mod author did as well as he could with his VA skills)
So now it's canon in Skyrim lore that Xelzaz invented the Fish&Chips

Xelzaz is actually one of the few Argonians to not be enslaved by house Telvanni, he was a hireling at a young age and was able to climb the ranks.

When it comes to voice acting and dialogue, it seems to me Lucifer is comedic relief while Xelzaz is more game-appropriate.
