This was a great celebration of the series and it saw a widespread distribution, even making it to shelves in the United States (where I bought my copy). For several years in the pre-internet age, this served as my guide to the history of the series. No expense was spared on this wonderful issue in full color. While this wasn’t a standard issue of Radio Times, it was still an important part of relationship between Doctor Who and Radio Times.

The Radio Times got me to watch the new series - they had a flip out cover with the TARDIS with the interior inside and I was very intrigued so tuned in to watch and was hooked!
I remember my experience was bit of vague one but I do believe I saw the radio times cover for Dalek. It was very exciting at the time especially the return of the pepper pots themselves

I would argue that Doctor Who's declining presence on the cover of Radio Times in the '70s may have been due to the show getting its own magazine. I'd imagine fans of the time would have been more inclined to turn to Doctor Who Magazine to get their Time Lord fix rather than wait for a chance to catch it in the Radio Times. Plus, at that point, the show was essentially selling itself. It made sense then that the only other time Doctor Who was featured on the cover was during anniversaries and the TV movie.
Sorry but totally disagree with your view of the Tom Baker years. I was a fan then and bought RT each week. Its treatment of Who was beyond shoddy. Thank goodness JNT kicked them up the arse and got better coverage. It was a flagship BBC programme and deserved better.
