You may get 3g modems for 40-50$ but they are useless in modern era as most providers have closed their 3g network and only providing 4g or 5g for internet and 2g for backup.
You receive messages (sms) on it . You can download WhatsApp from the windows store on your computer and use WhatsApp even without inserting the sim into your Laptop.

Note this only works if your laptop has a Broadband/WWAN card, if your HP Probook doesn't have a Broadband card this will not work
