Slight correction. Every pastor is an elder. Not every elder is a pastor. Else according to Ephesians 4:11-12 every elder is an apostle, prophet, evangelist, pastor and teacher. 'Pastor' is a spiritual gift and it is used as a verb, not a title in the NT. 'Pastor' today is a name/title given to anyone leading a church because we simply cant up with other names

Every elder is not a pastor because every elder doesn't do the work of a pastor.
