There are two types of motor insurances. One is to cover damage to our vehicle and other is to cover damage to any other third party (Other vehicle or other person). The reason it is called third party is because in the contract of insurance, first party is the insurer (insurance company), second party is insured (policy holder) and the third party is any other party who is not party to the contract but suffers damage in the accident. It is to cover this person, third party liability insurance is taken. And it is only this insurance that is mandatory by law. The reason it is made mandatory is if in case the third person dies in the accident and the person who is at fault is not able to compensate the family of deceased then it will be a serious trouble for the family of deceased. It will be a big social problem. So to address this issue, govt has made it mandatory to get the third party liability insurance.
