I set up the 'World' as current in the USC manager, then If I draw a line and specify the 0,0 as a first point, point 0,0 is far away but not landed on the WCS icon. Is this mean this CAD is not geolocated?
It can just be because your WCS icon is set to dock at a fixed location on the screen, such as the lower left of the view. Does it move when you pan the view?
The cadd file that i sent u what is that red circle at the left corner of property line?
That point is to do with linking the Google map image into your file.
