So the Bakelite Block Philco part 3909-ODG separates the hot and neutral side inside of it. The worn out color cloth appearsto be both red in color but since faded and are the primary sideof the power transformer. The screw end is a grounding post for other wires and that is OK as long as one understands it is doing double duty! Star washer used to hold the Bakelite block to chassis so it won't move and grab the chassis tightly so the screw won't loosen. I bought the kit you mentioned a few years ago but don't own any Philco tube radios, well not yet anyway. There is no 3903-ODG from the 1937 service bullentin! Yours is tar filled for 600 Volt rating ( the O in ODG) hence it might be a carry over error in the information and they were calling it 3903-ODU on Philco's original 1937 service bullentin. Same wiring diagram as the 3903-ODG! Whew I need a break from all this typing!
If one was working on one of these radios, and found the pushbutton assembly to be completely beyond repair or modification, could it be left in place with no connections without affecting the overall performance of the radio ?

Odd that they tar filled that block for a rating of 600v, when all that’s being supplied is 110-117v back then 🤔
