@madcatmk6 You forget? Penace Stare forces you to feel the pain of those you caused suffering, it never said it mattered if they were good or bad, just that suffering was done on your part, the more sufferng you caused, the more painful the penace. Thats how it works.
Penace Stare is powerful, he used it on Galactus in a episode of Fantastic Four.
Gotta give Ryu some credit: if I saw Ghost Rider, I'd run (not that it would make a difference if he was after you, DX), but the man urges him to fight with all he's worth!

This game is the best, man.
Now, I know that Penance Stare is used against evil, but every character has done something in this game that was wrong, and the majority of them have killed people without remorse. Pretty sure they've all caused pain to another without caring or thinking twice at some point. That, and the battling is based off confusion and each character going after Galactus for their own reasons, so the pain caused here is also just enough for Penance Stare. Besides, Ghost Rider does what he wants.

@JFrenchFries Actually, Penalty Stare inflicts every bit of pain what person has ever inflicted to anyone in their entire life. So it can work on heroes if he so chooses.

So what happens if He penance stares a good guy, like captain america? less damage? Damage scaled level 3 depending on the alignment of the enemy? Any GR fans want to help me out on this?

Ghostrider has always been my favorite as opposed to captain america who is my least favorite, now I get to see Ghostrider beat cap over and over again.

Penance Stare has some ridiculous damage on it. X-factored to Level 3, and Joe wouldn't have survived that last one.
@ShinobiGarth There is an old Fantastic Four Cartoon that guest stars Ghost Rider when they were fighting Galactus. Ghost Rider used Penace Stare on him and Galactus ran away crying.
