They weren't 'already stamped', they were first drawn on in pencil, then he went over the pencil with a chisel. Do you really need him to show you how to draw numbers with a pencil?
You're not supposed to make the VIN/serial number. It's supposed to be there from scratch. If restoring a vehicle involve replacing the sheet where the VIN was stamped, that will open a can of worms. You might not get the restored vehicle through an inspection. So, no, you don't make a serial number. Unless you somehow bought a title with no vehicle attached to it, of course....
Is that a prick punch or a cape chisel? Whichever, you are an excellent craftsman. Looks very professional. Have you considered using electrochemical etching? It looks like it might be less work.

It would be just much more convenient to either replace the frame (if it has a separate frame and yours is screwed) and weld a piece of steel in place of an old number followed by chiselling, etching or stamping. That would apply to both one-offs and restoration projects. Sometimes you have the paperwork on a vehicle but not the thing itself (that's more common with motorcycles though) but there's the same model just sitting on a scrapyard and costs nothing. But again, that's from my personal experience dealing with old junk to give it a second life.
He is making numbers. They may be the same numbers as the originals, but he is making them here. At 0:22 there are no numbers. At 0:28 there are pencil numbers. At 7:24 there are stamped numbers.

Modern cars have the VIN in five different places in addition to the actual riveted on plate.
That includes the windows in some cars.
