From what I've tested users with this license can't get access to any CRM objects like Accounts, Contacts, Opportunities, so it seems that usage for this license is quite limited. Did you have a chance to learn more about it's limitations?

they're meant for custom apps, so that the data that you have in Accounts, Contacts, Opportunities and Leads is invisible to them. It's an increased security measure so that your data doesn't walk off with one of your employees, (something I've seen done on several occasions.
