Focalors separated her divinity from her own body thus creating Furina, who had taken Focalors body and spirit. Yes, Furina is part of Focalors but she isn’t a true archon. Furina isn’t an archon at all she’s merely a human being as stated in the quest. Furina was just acting as an archon because Focalors asked her too. And tho I could be wrong about some of the lore, I’m most certain for a fact that Furina is not an archon, only Focalors had that title.

if you see, its a huge dip from sumeru. that entire large dip would be flooded.
But, if you take a look closely, the water levels have already reached the point where they would just flow out of Fontaine
