PAL uses smaller aircraft to Coron (Q400) that's why the baggage allowance is only 10 kgs they also tell you that when you book, there is a fine print stating the baggage allowance.
Yup, Terminal 2 for Domestic, Terminal 1 for International, Philippine Airlines International Flights was moved to Terminal 1 to avoid confusing people
