Why wouldn't you cut the ground wire flush to ensure it doesn't touch the hot wire? Or put electrical tape over the hot screw?

We have 220v electricity , does wiring matter ? I mean like the Live and neutral
That ceramic base has a groove that's obviously made to clamp a bulb guard cage onto, but I can't find any metal bulb guard cages that fit! I found some but the metal part that would fit into the groove is too wide to fit. Let me know if you know where to get a simple, old-school, wire bulb guard that actually fits a standard, old-school porcelain base. Thanks!

so this video has me alittle confused also. he said there is a hot screw and a ground screw but no ground?! lol so i'm thinking he means a hot screw and a neutral screw, and no ground.
