in unfactored load (service load ) comb when DL+LL+EQ or WL is consider 0.8 has to be consider for LL and Eq or WL instead 1.0 taken by you.

Yes, IS 456 Table 18. I believe some firms don't bother with it, and the footing design will be on the safer side anyways.
