it depends on what device your on but i think you need to click / tap the boiler [the little stump on the middle of the engine] that will change the face, and click / tap the funnel [the big cilinder at the top of the face] to move the eyes or just click / tap the face

or if your talking about in the video, thats just some simple editing, take a picture of the face in the right position, cut it out, make 2 [or more, it depends] Use a video editing sofware to lay over the face over the eyes, now just animate the eyes moving and whoobam, done.
