What does the "sleep" do to the garrison?

It's critical to prevent you to move unit and then see naval invasion into Hamburg, or losing conquered city to rebellion. Basically you saw that happened to Assad when he moved units to desert. Jordan smuggled troops and weapons to South of Damascus and they got rebellion. Combined with all other rebellions and Israeli strike against strategic arsenal.
And Assad is out, and I wonder if ISIS leader would be better dictator and if he would repair economy and make Syria functional state.
When I think about it, people voted with weapons, thus current leader is democratically elected, thus Assad fulfilled UN decision he should make democratic elections. Yea, makes sense voting with weapons is stressful for country thus election cycle should be 15 years or so... I guess UN imagined something else, but this is Middle East, people have theirs own ideas and traditions.
Remember using sleep command on garrisons is critical for WWII campaign, you don't have time to create counter elections.

@@raghardeishi972 Voting with Weapons.... that is an interesting concept. The definition of a stable sovereign state is that it has a monopoly on the use of weapons (on a large scale, not crime.) So Syria is currently a failed state. While I agree that Assad will be out as Russia and Iran are both busy, I don't think that an ISIS dictator will make a better leader, at least not for everyone he rules. If our wars have taught us anything, it is harder to keep (and rule) a country than it is to take one.
