This hybrid icing rule is a nightmare. 35% of the icing calls are completely wrong. The problem is, it is subjective for who the linemen think will win the race. How can "predict" who will win the race to the puck? You can't predict it, unless it is super obvious due to the distance separating the players. For the close calls, they always get it wrong. They need to make it a definitive factor. Like a race to the face off dot, with a line at the faceoff dot. That, or bring in automatic icing.

Stops defending teams from just launching the puck to the otherside of the ice, makes for a very boring defensive tactic.
