The new book was pretty crazy too, he subjugated an island fortress with ray shields, the ISD alone didn't have enough fire power to destroy it so he want in within range of the enemies ion cannon guns. Then said "Hey that ocean over there looks mighty useful" Bombs the ocean causing a fucking tsunami after tsunami that disabled the guns and started flooding the base.
I remember watching the finale when it came out and cheering for Thrawn. Big brain energy that the Jedi can’t compete with. He always sets up his battles so even if he loses anything, its’ still a victory on his terms.

you clearly have a very different memory from the infamous Thud pilots who regularly got shot out of the air trying to bomb the Ho'Chi'Man trail. or the AA Missiles that regularly failed to work and lost to Mig-23 Cannons.
For all the crap that Rebels gets, this really is a nearly perfect adaptation of Thrawn from the books. He is only concerned with military victory. He does not seek to harm civilians because he enjoys causing pain, but if it would advance his goals then he would not bat an eye at doing so.

On the bright side, all of Timothy Zahn’s books (both legends and canon) can be read as one separate saga about Thrawn with some mental gymnastics. So no need to include rebels in headcanon if you don’t like it.
And there is still the period between Episode 6 and the Disney Trilogy where we have seen "some" of in the Mandalorian for instance, but so far we only know that both Ezra and Thrawn are alive in some way. And that era specifically has the best chance of seeing Thrawn in action again, if we ever get to see him.

The goal isn’t bombarding civilians. The goal is to get the rebels to surrender. You have to explain why they’re f@&$d because they may be too stupid to realize it. They may also be too stupid to understand how they can limit the damage by complying with your goals.
The best way to win in this battle is to have all of thrawn's units and Men scattered throughout the city and small groups with an execution Squad then he would be reluctant to attack

Timothy Zahn said he had no problem with this scene, because Thrawn was only attacking the buildings and homes and not the Lothalians running away. Zahn thought that was an efficient tactic that Thrawn would take to get his base back, and it worked.

Timothy Zahn said he had no problem with this scene, because Thrawn was only attacking the buildings and homes and not the Lothalians running away. Because Thrawn knew Erza would do anything to protect his people. Thrawn would only threaten to attack the civilians if Ezra wasn't going to budge. Zahn thought that was an efficient tactic that Thrawn would take to get his base back, and it worked.
