What Romans 13 Says About Submission to Government Authority

  • A lot of people have questions about Romans 13 verses one to seven, which tells Christians to submit to the governing authorities and that God has put the governing authorities in place basically to keep order in the world and to keep evil at bay and to reward those who do what is good.
    Now we all know and Paul certainly knew that not all governments are good. In fact there are many governments in the world today that are quite bad. The question down through Christian history for Christians who consider scripture to be authoritative is, "how could I obey this particular passage, Romans 13, one to seven and yet also obey the many, many parts of scripture that talk about not oppressing the poor? That talk about reaching out to the disenfranchised and the marginalized to welcoming and showing hospitality to the stranger? How can I obey all the many passages of scripture that speak of extending love and kindness to others, especially those who are not like me when my government may be putting laws into place that say I should not show that love and kindness to people?"

      Acts 5:29
      "Then Peter and the other apostles answered and said, We ought to obey God rather than men."
      Peter was referring to the government here, so yes the bible not only permits us to disobey tyranny, it COMMANDS us to.

    My understanding is that we obey the governing authorities as long as it does not keep us from following our faith. The apostles continuously rebelled against governing authorities when they told them not to preach.

      Where do you place men-appointed kings, presidents, senators, governors, congressmen, military, police, self proclaimed pastors, ministers, priests, etc in there? The order of authority and power is very clear: God above his annointed king Yahusha, Yahusha above ALL MEN, and a man above his wife.

    Thank you for this. Many people are confused, more like deceived, and do not understand whose laws to obey. We as humans created by God have to obey His laws first then man’s and be like Peter... “Be still and know that I am God”. Worship God, not man, he does not have to lie and he never dies, plus he does not think like us, his thoughts are far greater and better than ours. Remember those things before you decide whose laws to follow.

    If leaders are wanting you to do evil and not of Our Father, then disobey and follow Our Father, the leaders should not terrorize our good works.

    Welcoming and showing hospitality to the stranger, notice that it is THE stranger, single, or very few. Welcoming 500 000 strangers is a different thing, specially if they want to force you in their religion.

      @@ivanscott2367 read Moses's Law in the first testament about strangers. God asks Hebrews to open door to strangers and be good to them. strangers must respect Israel's laws. If some of them want to be included in the lord's feasts, they have to go though circoncision.
      After that, we can use our brain. I don't believe that God would aloud 200 000 strangers coming into his people, imposing their own religion.
      OK we are not Israel. But I don't think God is happy with strangers raping women and killing people during concerts as it happens in France.

      @@isabs8616 Agreed, except I don't see ANY conditions on the number or purpose of the strangers. 200,000 strangers even at the kingdom of Israel's highest population level would be overwhelming. However 200k in our nation today is less than 1/10th of 1%, or we outnumber them 1,000 to one and more. You're absolutely correct with what God is not happy about, but that happens with citizens of most countries so just because strangers do it as well doesn't make them ANY MORE or Less culpable.

      it happens that 80% of assault here in France are from Muslims culture people. In 2023 A young girl 12 years old was literally sacrificed by a Tunisian woman. Search Google " affaire Lola" you will see what I am talking about. Recently a 94 years old woman was raped and killed by an Afghan migrant, and so on there are 100 assault a day currently here . I know that people want to stay blind about all those things . But justice will be done one day, if not by men, it will be by God.

    Im a young Christian of 1yr ,still learning.....I asked my church to meet up in church carpark for social distance prayer,they all have cars n i don't. I got hit by Nicola Sturgeons advice n Romans 13:1-2 . I have followed everything so far n stay alone 😪 I'm so glad I have God in my Life now 🙏

      @@ydargybwen The "Higher Powers" in their case being the Colonial charters, under which the Crown's obligations were not being met.. In our case, the ultimate "Higher Power" is the Bill of Rights and Constitution, not leaders appointed by corporate entities and foreign interest groups... Vastly different scenario from Paul's day, in which God empowered the Romans to conquer Judea, and impose Herodian/Edomites as rulers.. I think you will find it interesting, without this sermon it is possible the US never would have existed.. Look it up..       @@ydargybwen Look up the KJV passage, it doesn't say Government, it says "higher powers".. Because the Lord establishes nations.. Job 12:23.. And 1 Timothy 2:1-8... We must not assume that "Government leaders and Authorities" (which is what the new versions change the higher power to) are "not a terror to good works" as the context of the passage indicates. Clearly ours have become such a terror..

    Indeed, the Bible is full of dichotomies! To blindly submit n disavow biblical truths in its entirety is a demonstration of selective obedience or rather an easy way out of a difficult dilemma. Obedience to God comes first before man!

    In the USA, we are given a Constitution which tells us who government is by and for, The People. Govermnment (so-called) "authorities" even call themselves "Public Servants" (although recently they like to call themselves, "Leaders") and just about every police car has the words, "To Protect and Serve." This being the case, government is the servant and the People are the Master. According to Romans 13, it's government that is ordered to serve the People. Thank you, YHVH and thank you, Founding Fathers.

    The word "government" literally means "to control the mind". If we were meant to be controlled, we would have been born with remote controls. Did God not give us free will, and in free will the consequences of good or bad behavior? And with that, learning from our experiences in order to grow?

    The whole context before and after Romans 13 is about upholding and doing what is good and righteous. 13 then talks about the 'governing authorities' solely in the context of a good and just government that is seeking the best for it's people and punishing the wrongdoer. "For rulers are not a terror to good conduct, but to bad. Would you have no fear of the one who is in authority? Then do what is good, and you will receive his approval, 4 for he is God's servant *for your good* . But if you do wrong, be afraid, for he does not bear the sword in vain. For he is the servant of God, an *avenger* who carries out God's wrath on the *wrongdoer* . Therefore one must be in subjection, not only to avoid God's wrath but also for the sake of conscience. *For because of this you also pay taxes, for the authorities are ministers of God, attending to this very thing.* " It is literally saying you must pay taxes to fund a good government so that goodness and justice can be carried out. It is mind-blowing to me that, when scripture is taken as a whole, people think that God wants his righteous people to sit idle as terror, tyranny, and oppression are inflicted upon innocents at the hands of vile, evil, GODLESS thugs that happen to be in charge of one particular government out of hundreds of other governments who aren't doing those things...Which government should we submit to then, and why? David, Gideon, Joshua, Solomon, Jonathan, on, and on, and on, ALL WARRIORS. We are saved by God's grace but don't think that you can disobey his commands now. You claim that God is everything to you, then which facet of your life, community, government, etc. should you leave God out of???? No, it is our Christian duty to fight for our culture, our government, etc. to set them up to honor God. If it is not a God honoring culture or government, you resist it and you do your part to make it one.

    Question about one statement. What laws would not allow us to show love and kindness to people. I'm honestly confused. How can a government dictate how we treat people? I can't think of a current law that government is telling people they can't show love and kindness.

      Ask someone in the countries I've listed below that same question about their laws and government treatment of Christians. The Bible wasn't written for only citizens of the United States. It's difficult to preach the gospel to the four corners when not everybody welcomes us.
      The ultimate expression of love from a Christian standpoint is simply sharing the gospel of Jesus Christ.
      Matthew 28:19 “Go ye therefore, and teach all nations, baptizing them in the name of the father, and the Son, and the Holy Ghost.”
      1 John 1:9 “If we confess our sins, he is faithful and just to forgive us [our] sins, and to cleanse us from all unrighteousness.”
      Another expression of love is to ask someone if you can pray for them when they are sick or down.
      Job 42:10 “And the Lord turned the captivity of Job, when he prayed for his friends: also the LORD gave Job twice as much as he had before.”
      James 5:16 “Therefore confess your sins to each other and pray for each other so that you may be healed. The prayer of a righteous person is powerful and effective.”
      John 3:16 “That whosoever believeth in him should not perish, but have eternal life.       All of the above instructions in scripture are illegal to practice in the following countries: China, North Korea, Afghanistan, Pakistan, Nigeria, Central African Republic, Libya, Iraq, Nepal, Yemen, Iran and is increasing in India - to name a few. In these countries, you are not allowed to express the love of Christ or you are sent to jail or killed on the spot. Google Christian churches being burned down in Africa. They call it persecution.

    People who say governments are ordained by god are forgetting to ask one crucial question: which god?
    As the Bible tells us in the story of the Temptation of Christ, Satan is the rightful prince and god of this material world and all political authority comes from him. Christ didn't argue that claim. He denied the authority.
    1 Samuel Chapter 8 tells us that those who want a mortal government to rule over them have rejected God.
    The early Christians weren't persecuted because they believed in God, but because they rejected the purported authority of those who weren't God.

    IMO - The scripture is very balanced. Governing authorities "bear the sword" for the narrow purpose of bringing wrath on those who do evil. In doing this they act as Gods ministers. So long as the governing authorities do not overstep this limitation they remain as Gods ministers, and we are to obey.
    Romans Ch 13 presumes that the governing authorities have no power to define or redefine evil. Throughout scripture this separation of powers is maintained in all divinely approved governing structures. The church/temple defines what is good or evil, but has no enforcement power. The governing authorities have enforcement power (sword), but do not have power to alter right and wrong.

    Romans 13 is not talking about world governments. It is speaking of spiritual "powers that be", which have powers concerning your soul. It does speak of "worldly powers" too, but they are secondary to "the higher powers" that are above even them.
    It looks as if this "powers that be" could be talking about one man in particular if you read it closely.

    This is a complete misreading of the passage. "Governing authorities" is about church leadership. You can find similar advice by the Apostles elsewhere in the New Testament about actual governments, yet you will not see this language about complete submission, etc. Romans 13, however, is about church leaders. Just look at where it sits in the rest of the passage. Paul is talking about church structure, pivots wildly to civil structure, then pivots wildly back to church structure. Don't think so.

    God has ordained 4 spheres of authority/governance: self governance; family governance (fathers); church governance (elders); civil governance (kings, presidents, governors, magistrates, etc). Each has its own specific God-assigned sphere, and God is the God of all of them -> they must all give an account to God one day (Rom 14:12; 2 Cor 5:10; Heb 13:17; 1 Pet 4:5; Rom 13:1-5)
    Whenever any one of those authorities oversteps its God-ordained sphere of authority, they are defying God. The Christian need not obey them because the Christian has a higher authority, namely, the one who is above all and assigned that role of governance that is being defied.

      ...or perhaps this might, just might have had something to do with the fact that Jesus HAD to die on a cross. Paul, on the other hand, didn't have to die a similar death, so this when being taken to be flogged he appealed to the men with the fact that he was a Roman citizen. Thus they then let him go.

    I think you meant Origin lived in the mid 2nd century (150CE) not mid First century (50CE)! How on earth can Paul write Romans 13 1-4 if he actually believed Jesus Christ was killed by the Sanhedrin and the Romans? I think the answer is that Paul did NOT believe that Jesus was killed by the Jews or the Romans. After all in all of his 20 000 words in his 7 genuine epistles he never once cites the Romans or the Jews as the killers of Christ! Oh! except for 1 Thessalonians 2: 14-16 but that is almost universally considered an interpolation. That is it was slipped into the text after Paul died by a well meaning christian no doubt frustrated by Paul never naming Christ's killers. If you check in the very earliest Christian documents you will find this curious phenomena is not exclusive to Paul. Any work that predates G.Mark or may predate G.Mark also does not name the killers of Christ. This includes 1 Peter, 1 Clement and Hebrews. The simple fact is that the very earliest Christians did not appear to hold the belief that Romans or Jews killed Christ. This notion appears to be the invention of the author of Mark's gospel. Paul actually names those responsible in 1Corinthians2: 8 and he does not mean earthly authorities! Even if he did, I repeat my question, how could Paul write Romans 13 1-4?

    Except Paul says for slaves to "explictly obey your earthly masters with respect and fear" Eph 6:5...Also, Paul states in 1 Peter 2:13 "submit yourselves to every ordinance of man for the Lord's sake: whether it be to the kind, as supreme..."...I cannot believe this is from Yahweh...I cannot obey these scriptures.     Christians are NOT supposed to partake in physical/violent rebellion against ANY government. Christians are suppose to take Jesus`s instruction `Agree with thine adversary quickly, while you are on the way with him` That is why you AGREE with governments WITH THE CONDITION (now insert YOUR terms & conditions in the lawful & peaceful manner) `....for the one in authority is God`s Servant for YOUR GOOD`. When you are the Executor and Beneficiary of the government (man-made) laws, then they are for YOUR good. Is someone supposing that because government laws allow divorce, then Christians are FORCED to divorce....of course NOT. When government laws allow for abortion, do Christians HAVE to kill their own children....of course NOT.
    `.....give to everyone what you OWE them`. Are Christian suppose to pay everyone what they DO NOT owe them?.....of course NOT. `.....IF taxes, IF revenue, IF respect, IF honour.....`. The word `if` means CONDITIONAL.
    In other words....PAY others what you owe them, so that THEY pay you what they owe you.
    GIVE respect to others, so that they give respect to you. IT IS CONDITIONAL.
    So we are AS-KING again....What seems to be the problem?

      You break the law (God`s law, Natural law, Common law) when you cause your fellow man (male/female) injury, damage, loss, harm.
      Too often we get distracted by man-made rules & regulations and terms & conditions of employment where there is NO other man being the victim.
      Is it not very good common sense to wear a seat belt (it is designed to limit injury) but whom is the VICTIM if you forget or choose not to wear it?
      It is simply a monetary penalty if you are the Public-servant....because legislation is for Public-employees.

    Question is something is sinful for an individual to do how does that same thing become not sinful when it's done collectively? How do I love my brother as myself as my Lord commands and rob him at the same time? Government is the beast in Revelation. You cannot serve two masters. Personally if I were to vote I would feel I was committing the same sin as Israel and for Samuel chapter 7 and 8 choosing rule of Man over rule of Christ. As for me I have no king but Christ! Come to think about it when you look at the martyrs throughout history they weren't martyred for being Christ followers they were martyred by the state for treason sedition even cannibalism for taking the sacrament of communion.

    It doesn't mean to obey the government. God doesn't appoint rulers on the first hand. If rulers are appointed by God then how can the rulers be prostitutes and corrupted?, So is the God also wicked like the rulers? It's Paul's dialogue who says to obey the government and be submissive to rulers. It is the word of apostles and not the word of God. Jesus was put to death by the rulers and bible says rulers only punish wicked, and so is Jesus wicked according to Paul or Perer? Different people in bible say different things and all those things should not be taken literally. For example paul says a man should have only wife and it was God's plan, and if it was God's plan why did Abraham , Soloman, david and many others had many wives, and why did God not say to them they should have only one wife.

    Is it possible Paul got this one wrong? Jesus was the final sacrifice. Why the focus on Romans 13 by those Christian or otherwise, hell bent on justification for encouraging the flock to sacrifice itself in the face of corrupt, unlawful governments. Governments that still act as if we are in the Old Testament, what with the wars, famines, sorcery etc etc. my God until otherwise informed, does not want me to be a human sacrifice for anyone apart from my salvation. Jesus paid that price on the cross so I could be saved. Being born again is waving goodbye to the flesh and walking in the Spirit as a child of the most high. “That’s it, it’s finished. Forgive them father for they know not what they do” was for the mockers at Calgary, perhaps not for the entire World of man’s law as one may interpret. And if it was that? Does it mean invite them into your house to abuse you knowing full well they are not of God. God’s days of wrath and anger are over? God’s seeking of approval by way of flesh sacrifice over? Follow Jesus - He knows

      I completely agree Paul got this one completely wrong. I believe that you should not rebel unless you have been appointed by God to lead such as Moses. But when it comes to breaking a morally neutral law I say that you can break it if you accept the penalty if levied as god has said its not and therefore its not.

      @@SoundofGugu like I swear it and then we have churches like Catholicism and orthodox who add there own rules that were never found in the bible and try to portray it as if Jesus would even say it such as the catholic teaching of you can only consume drugs for therapeutic purposes only, even when Jesus never said that and never hinted to it but they’re so idiotic to assume that’s what they know about God. Jesus even makes it clear they are not allowed to extend his teaching as what they seem to disregard is Jesus’s words of “I have not come to abolish the laws of the prophet but to fulfil it” so in this case Jesus grants him alone the authority to deam any action sinful that have either come out of the mouth of Jesus or using his teachings of what is sin to see if the action has it such as selling drugs is it labelled a sin ‘No’ can we use Jesus’s teachings to consider it sin yes.

    Throughout history men have rejected being governed by God in favor of being governed by man's secular (God-less) government. The Old Testament is full of stories of the bad things that happen when man governs over man.
    The ancient rule by false-priest (Levites),judges, Kings (eventually queens or monarchs), and moderns forms of mob-rule such as "Democracy" or dictatorship, socialism, communism, etc. will never work because man was never meant to rule over other men. Despite the fact that most people will continue to reject God, the New Testament offers salvation through the remedy of Christ.
