from what we see no body at prestige died, and all the other flooding elsewhere at most caused property damage since the water was controlled by god after the dam broke

I wonder if God tasked Evan with this Noah's Ark task because the flood wasn't his own doing this time. But rather, it was man made due to an error in the structural integrity of the dam. Thus, God wanted to help save everyone this time around, as the people in that neighborhood were just innocent civilians, not responsible for the construction of that dam or where their homes were built.
Something subtle to notice when Evan commands to halt, nothing happens because we never command God to do anything, but when he asked for help in desperation he was helped. This is exactly how God acts.

I wonder if God tasked Evan with this Noah's Ark task because the flood wasn't his own doing this time. But rather, it was man made due to an error in the structural integrity of the dam. Thus, God wanted to help save everyone this time around, as the people in that neighborhood were just innocent civilians, not responsible for the construction of that dam or where their homes were built.
