Dog Puppy-Cute Barking

Update: It is not my dog. It is my relative's dog at my ancestral rural home. The dog was tied because it was small and there is traffic on rural roads too. It could have wandered off on the road and came under a vehicle.
Regarding the rope, I was not aware that anything else from dog leash could hurt the dog’s neck. Fortunately the puppy was not hurt.
Now the dog is fully grown and is free of any chain.
It seems that a lot of people have the time for abusing in the comment section and not have time to read the description. Hence I disabled the comment section.
