Apparantly, xenon has an anesthetic effect similar to (but much more powerful than) nitrous oxide. Mucking about with the atmosphere is absolutely a viable way to assassinate humans . . . they just didn't do it right.
If the O2 concentration is high enough you can pretty much add any other amount of gas and we will be fine. We actually thrive in higher atmospheric conditions.

OMG, this was hilarious. First, over-saturate them with oxygen hoping they convert more of it into a poison (CO2), result: they became super-powered. Second, gave them a taxic fluid in their drink called 'alcohol', result: the human became more aggressive and suffered only a headache the follow morning. Next, we attempted to crush them to death via increased gravity, result: they channeled their inner-super saiyan and made themselves stronger! Finally, we tried to burn him with a plasma torch, result: he used it to give himself a tattoo. CONCLUSION: do not f*** with humans. They're something wrong with them!

Okay, high oxygen atmosphere would be dangerous (though not fatal), if it was at full Earth atmospheric pressure. Lethal at higher. What matters to us is not the amount of nitrogen, but the absolute oxygen pressure. Carbon doesn't want to be gassious at human-survivable temperatures. You could atomize some carbon and spread it in the air, but it would just condense as soot. This *would* be quite harmful for prolonged exposures. What I don't get is this: The xenos know ethanol. This implies they know of Carbon-Hydrogen-Oxygen biochemistry. So why did they not try to remove the oxygen?
Since aparently to them we're already a "Low-oxygen breathing species" it might not have crossed their minds to try and remove what "little" there was.

"Mere" and "Bordering on excessive by their standards" are the key phrases there. 37/100 of a day would be about 9 hours.
