A thought, maybe meerskoil can only evolve to meertial by training with dragons. Mechanically this could be represented by winning a certain amount of duo battles with a dragon type ally

Omg, the goat evolving when it hasn't been trimmed in a long time, once the horns finally touch the eyes and it just evolves as it can't handle the immense pain of its own eyes being pierced Then another evolution where it kinda turns into a more regular goat but with 2 pairs of horns that grew perfectly, and it evolves into that only if it's been trimmed regurarilly and given a lot of love
This is so cool! I wish pokegoat evolved and had like a horn helmet over it's eyes or something though, I just think that concept could do a lot more.

A believable trait I could see for Leopolar, is it's nature determines whether it starts a battle in it's defensive or offensive stat.
