Well, Tsubakura did try to research Mugenri and even created multi-dimensional travelling train. Either that or Tsubakura wanted to go to Gensokyo, but got into the wrong Gensokyo Either way, the rest of Len'en games couldn't happen if Yabusame had used a brain (to be fair, according to Shitodos, the life outside isn't that good)

JynX has a very anti-ZUN approach to big bad themes. ZUN makes them intimidating and powerful. JynX prefers to focus on what they cause : *utter chaos.*
Well, that goes for a lot of both of their themes, this is true. Though for a few of them, you got big bad character themes from ZUN, like of Remilia's and Toyosatomimi no Miko's, that are very calm or elegant (while still making them feel like it's the end of the journey or that they are the final boss), with big bad character themes from Jynx, like of Clause's and the Adagumo siblings', being calmer and much less crazy compared to the usual (while being the same "end of journey" feeling, of course).
I was being a little specific talking about "big bad"s, in this case implicitly referring to Yukari and Tsurubami. Not all final bosses count (the Adagumo, Remilia, Miko aren't people I'd call "big bads"). One counter argument would be Seija, though. A very chaotic theme from ZUN, that. And yes, I recognize that Yaorochi especially has a very ZUN-like sense of drama, even though there's something I can't quite describe that separates it from, say, Septette or Emotional Skyscraper. Something very JynX-like.

Clearly Tsurubami isn’t taking this seriously. Probably why he made such a big mistake in choosing his replacement... Though while this theme does generally sound jittery and gives the impression of a crazy dance, it still manages to be intimidating and at times pretty creepy. All in all it’s one of those themes where you really have to read between the lines.

After being in Len’en Brainrot for so long (and still am) I just have to wonder… How would this dictator fare up against a Sage of Gensokyo who is… basically the same thing as Tsurubami. Lazy, wisecracking jokes, most likely the most important figures of their lands… Hm….
If assuming that Yukari wouldn't use her ability, I think it's a fair game, but with her ability of manipulating boundaries I doubt that even Tsurubami can defeat our hag (they could since they did manage to isekai our protags, but it depends on who lays the first strike). In all honesty, I'm more inclined towards Yabusame/Suzumi/Xeno a(?) vs Yukari fight than anything since their abilities can fare well against her (I included Xeno a, because they're Xeno a) But speaking of other Sages, here it's actually a fair battle (for the most part). While it's not that clear how powerful is Kasen (in means of her true power), we can assume she is just a very strong oni and since we didn't hear about onis besides Fumikado/Para, it's more or less safe to assume that even onis feared Tsurubami, so Kasen out. Okina is much more complicated since she is basically Tsurubami but on steroids and with broken kneecaps. Again, if we assume that she won't escape into the backdoor dimension, it's a fair play, but if she does, I can guess that either Tenkai or Yabusame could help them

To me, Gensokyo is ability powered game as there are seriously some fearsome figures with OP powers that if they'll use them, I doubt there'll be any survivors; while Mugenri is more raw power game and there are more Yuuka-likes in here than Sages type of people. But yeah I think Tsurubami would obliterate most of Gensokyo and 2/3 current Sages (I still have my doubts about Yukari, but Suzumi did feared them so...), but rest of Mugenri might fall on Lunarians or "mom and a hot topic employee" (unless we pit Humans Vs Humans fight where it's no doubt that Mugenri would win)
Tsurubami Senri and Tenkai Zuifeng against Yukari, Okina and kasen. This is a huge stomp in favour of the touhou characters. First of is their power Tsurubami Senri has the ability to copy peoples ability by touching them while tenkai has the ability to create barriers. Tsurubami's power is incredibly disadvantageous here as the enemies he is going up against can all teleport while tenkai's power is incredibly versatile yukari has a better understanding of barriers and could easily manipulate them on a whim. Yukaris power is ridiculously broken and has little drawbacks. She could just instantly open a gap in any of them and the battle is settled. She could alter mugenri spellcard laws to be used against them. She could destroy Tsurubami and tenkai boundaries thus killing them. She could create gaps that suck up their danmaku and aim it at them. Yukari alone could stomp them easily. Okina's power while limited she still could just banish them if need be. She could resurrect herself if killed since she is a god. She could create yokais from scratch and she can summon her helpers Mai and Satono to help her. Kasen doesn't have that much hax instead relying on her strength. Second is pure strength. Tsurubami and Tenkai should be above the likes of Unsealed Lumen who could destroy mountains, Yaorochi who could cut down the massive clouds gathered by the ritual. Also Jynx said that Tsurubami has power greater than all Nuclear weapons combined. This all sounds impressive until you realise that Yukari and co are above the likes of Reimu and Marisa who could fight and defeat Utsuho Reiuji who could create Suns. Utsuho creating suns has been a consistent thing in canon, in her fight against reimu she was too drunk in power and thus didn't have any reason to hold back. Also before you say spellcard rules, spellcard rules were created not to make the fights less threatening but to give the youkai a fighting chance against reimu otherwise their existence would be negated. Plus Yukari and co. should be above the likes of momoyo who can eat dragons. Dragons are the highest of all species and thus should scale above youkais like Oni who can destroy mountains. Also Yukari and co should scale to tenshi who created an earthquake all over gensokyo. Third is speed where most of them are actually equal. Due to reacting to light speed attacks from Lumen and Utsuho. ' Fourth is battle experience where this goes to the touhou characters who have lived for an extremely long period of time and have battled with similar people. Tsurubami mostly doesn't take the fight seriously unless they deem the person a serious threat. Tenkai while much more serious doesnt still have that much battle experience. Yukari is a manipulator and a schemer even in the midst of the battlefield. Kasen and Okina are no nonsense people who would simply go the heart of the situation and get it over with. Lastly is influence while Tsurubami and Tenkai are highly feared around Mugenri that is mostly because Mugenri doesn't really have that much that go against them. Meanwhile Yukari has an extremely fearful reputation across Gensokyo, even their influence spreads to the Lunar capital who are the series high tiers. They even make special technology just to ward off yukari herself. Imagine a Global Superpower just putting several protections just because of one person. That is to show that Yukari isn't a small fry.
