I haven't finished watching the entire video but there are also portable washer and dryers that hookup to your sink. They are typically spin dry so you may need to still use the clothing rack and I have seen some that are collapsible, they are pretty small and could fit about a whole outfit. If you get it you wouldn't have to pay for washer and dryer at the laundry mat.
The 700€ total would include what the french consider "charges comprises" so "charges included" But these charges only include things like building maintenance and garbage disposal etc... The other charges I have to pay for are : hot water and electricity

woahhh I literally have that same exact wardrobe thing
and because the stuff hanging doesn't touch the ground I have a 3 drawer thing inside of their that holds extra clothes
