The way we were taught this game at Origins was a little different in terms of the way the stagger die was handled and in terms of placement of fans. Totally agree with the assessment though. Our game ended up with a super low score (not much reward for the time invested) and it pretty much came down to whoever finished the race first. Very unsatisfying experience.
The Bayou in Bayou Bash is not the real place in America. It's a part of the fantasy world, Malifaux.

But ist a pretty fleshed out setting. Its like complaining Terra WH40k is not live earth
