Toyota Prius driver makes random stop, then illegal u-turn

The Prius driver stops a cars length short of the cross walk and makes the u-turn over the double yellow line. That constitutes an illegal u-turn.

What is wrong with the Uturn? There has to be a sign saying No U turn for it to be illegal.

Stopped for no reason and made a u-turn???? I wonder what could POSSIBLY be the reason for that!! Definitely not because they made a mistake and wanted to go back the way they came, right?

I see absolutely nothing wrong in this video. "Illegal u-turn?" Sure, maybe. Didn't look like he got in anyone's way or caused an accident though.
