Thank you for an interesting video. I would question whether the incandescent lamps extinguish during their non-conducting half cycle. The filament on/off thermal time constant will be such that the filament will attain an average temperature such that visible light will be continuously emitting from them. Even allowing for the eye's persistence response time, the fact that the lamps do illuminate (given their necessary thermal time constant) would suggest they don't fully extinguish. The LED on/off transition times are quantum effects and not subject thermal time constants. The eye's persistence obviously comes into play in that case leading to the perception that the LEDs are continuously on, when (as you cleverly demonstrate) they are not.
The lamps will both illiminate bit alternate at the frequency of the AC power. 60 Hz since he seems to have a US accent. 50 Hz in yhe redt of the world. It may allear as both on together though due to filiment heat and visual preception time. Each diode will block half the wave. Since they are oppsite they will block the opposite side. 99%
I think you should have also illuminated both LEDs together and spun them as a control
