I believe you are correct about Divinity being embodiments of earlier archetypes. I tend to think of them as the consciousness of those who ascended to a deeper state of being by representing that archetype and added to the collective of that archetype.
Regarding the Devil card, some decks refer to as Horned God, which like Pan represents the primal within us. Both the energies that drive and enthuse us and when imbalanced can drive us into unhealthy behaviors.
