I'm sorry but after what was done for Barbaricia, Rubicante's theme was a let down. I was hoping for a reworking of the boss theme mixed with within the Giant.
I like to think it's being said as less "This isn't strong enough to kill you" but more in like "If you're at all competent, you should be able to survive this"

It starts the way it does because of the location you are in, it's weird and distorted because of the enemy you're fighting (it literally eats souls to change it's personality to like 3 (4 in savage) different beings), the entire beginning part of the song is actually unique and it's what you hear in p12 where athena is singing for you, she's not there yet, but she's watching, so the song is distorted as a result. The recycled parts are from the last 2 tiers, becuase this is the culmination of the entire pandemonium story so it just kidna makes sense. If you listen carefully in last tier the music actually takes the same tone as the first tier, that's the entire premise of this raid serries. It's all distorted here because it's going to shit, I mean, Athena is literally a nutcase and you fight the actual fucking castle, along with the first boss being a monster devouring souls, hence the weird 80s transformers-like sounds you hear in the abyssos part of the song, it's suppose to be unsettling. Ofcourse as a savage prog song it's IMO the worst out of all of them, but it does what it needs to do well. Once you reach p12 and you get the full song properly without distortions, you appreciate what's here even more. Yes, if you heard this by itself, it probably sounds weak compared to the rest of the tier, but I'd say the same about parts of eden and omega. Would definately not call it dropping the ball though. Infact, I don't think they can drop the ball because that would need it to be on the level of ARR dungeon themes.
