People shouldn't worry about this. I have a long story, but I did have a false accusation by some random hooker that I never seen before because she was trying to defend her foreigner customer who sucker punched me in an gogo bar. She basically said I sexually assaulted (grabbed her a$$) her, but she had no proof. I had proof of him punching me in the bar (CCTV tape). Basically she couldn't prove anything and it was readily apparent she was making the whole thing up an effort to get me to drop charges against the crazy foreigner. I should add the attacker brought in multiple people to support this hookers false testimony. In the end the PNP didn't even file any charges against me. The crazy foreigner got locked up though, LOL. Ok, so that's a case of a woman straight up saying I grabbed her a$$, and they didn't press charges, and she even had multiple people lying in support of her (bearing false witness). So guys don't worry about this law if you're not the type of guy that follows women around with seriously aggressive, vulgar and menacing behavior where it's clear you're seriously out of line. Honestly this law was made up to handle people that can't behave themselves, not to set people up. Don't have PTSD because of American Feminists. Go to the Philippines and claim spiritual victory over them by finding the love of your life.

I have been around Asia and lived there for 3 years in the past and I am from N Am and this is starting down a slippery slope that has been done in some Western countries and has led to abuse.
IF you are innocent and you prove it your reputation will be ruined anyway. It will be abused by vindictive people and they are not people who act rationally and sure you will be proven innocent but your reputation will be ruined and you have the aggravation of this going to court and there will be costs.
The paranoia from Westerners is understandable. I can nod, smile and say hello to a woman (ad I do everyone, man or woman jist to be friendly and polite) and be called a creep or get "the look". That doesn't happen in Filipina culture, but the fear in the West about what is harassment and what is not is real. Women think anything is harassment for some reason, even a simple hello.
A long time ago I was working in a store and I was told to go outside and get carts I would was scheduled at a certain time they scheduled it I didn't well the person who work there would come in to go to work I never said anything to her never touched her anything well a few weeks later I was called in the office by the general manager he accused me of sexual harassment I didn't know what he was talking about and he says you don't have to say anything or do anything to anybody you can just look at somebody and it is considered harassment I didn't lose my job but I could have a few weeks later she accused someone else of sexual harassment it turned out she was just a nut and they ended up firing her but the point is you can be accused of sexual harassment for nothing just someone thinking or feeling things and that's not right and that's probably what a lot of westerners are afraid of love your stuff p
Depends. It is only harassment if they don't like the guy, be it in Philippines or in Western countries. If he looks like Tom Cruise, Idris Elba or Sam Milby he can get away with a lot more than a fat or ugly guy.

Good information Pea! I find it funny how some people chose to exact a law upon someone who is being nice to them for just the reason of being nice to someone instead of being nice back. What ever happened to the days where a person thanked the person giving them a polite compliment? Now a days people are so sue happy here in the world (Mostly North America) that it's almost against the law to look where you are going in case someone deems it as an unwanted glance! Since finding your wonderful channel and loving it so much, I have reached out and found other channels from the Philippines to learn more and verify the information through multiple sources, and my finding through all the Filipino channels I have found and livestream channel operators I have talked with, I can say that the Philippines is 100000% the place for me (If and when I can afford it) Everyone I have engaged with in livestreams, and watched on TH-cam, has always been so happy and cheerful regardless what trials they are personally going through. Thank You Pea, for opening my eyes to your part of the world, and what it has to offer. I seriously hope that my channel and books start overflowing with funds so that I can make the dream of moving to the Philippines a reality soon!
Thank You Pea for letting us foreigners know about this law. Like others have stated - this is how it begins. Men in the US have seen laws like this one become misconstrued into something very harmful to the male gender. The more "Western" the Philippines becomes - the less likely people are to visit there. I was reprimanded 25 years ago at work for saying Merry Christmas to a female co-worker while helping decorate the office for the Holiday. She cited Sexual Harrasment agaist me. I was married with a todler at home at that time and found this ridiculous however needed the job and jumped through hoops to keep the job for my family. That incident changed my thinking and behavior of the workplace, women & the legal system in my country. And I am not alone in this experience. This law may have been created with good intentions there but it could become very tainted and abused like it is over here.
Yup, totally agree it usually starts put with many small laws, if it becomes like the USA, I will not be retiring there at all, and will switch gears to look into Eastern Europe for sure. I still have 10 years minimum till I leave, but will be keeping checking year after year to see if it turns into a western wasteland. Alternatively I do agree with the Pea, for now..if your a normal dude and polite expat, we should all be fine, and this alone shouldnt prevent us from moving there permanently. Just keep tabs with the new president and laws that pass over the years to see if they keep making more laws on top of laws. Then you will get your answer. Lastly this could be a scare tactic, or fear porn to keep more men and there retirements im the united states, because I do believe more men are waking up to the bad deal they get sold on the "american dream".
Laws like that are scary. There are ones similar to that in the states. Almost makes you want to just walk straight ahead and do not make eye contact with anyone. I had a woman supervisor pat me on the butt one time. It was the best work day of my life. 👍😁

It's good to see the lovely Gracie again. Pea, I understand why western guys are freaking out over this law. It is a mirror of laws passed here in the USA years ago. It seemed innocuous and reasonable here but, over time it's been used against men who simply were trying to meet women. For just saying things like "good morning you look nice today" to a woman in her workplace. It is why a lot of guys no longer even try to flirt with women here in the states. I'm not saying that this will also happen in the PI but it absolutely happened here. I myself have gotten verbally reprimanded for saying Maam and opening a door for a woman, That's how bad it has gotten here. I do these things anyway because I was raised to show respect to women. Yup, it won’t be used like that here (there’s no real penalty - $20 after a year?) and anyone who thinks that Filipinas will run to the police every time a man smiles at them just doesn’t understand our culture - but I do 👍😊

Good to see someone asking the right question - WHY was this law passed? 👍👍👍👍👍👍👍👍👍👍👍👍👍 The law is vague, and almost all the ‘crimes’ it mentions were already covered under existing laws. Filipinas aren’t feminists, and we don’t go around looking to charge or sue people (just the opposite, in fact), and we don’t run to the authorities every time someone ‘hurts our feelings’. The fact is, most Filipinas will never even hear of this law. Some people have suggested that it was put in place specifically to extort money from foreigners, or will be used by Filipinas seeking revenge. In my opinion, that’s not the case - why would a Filipina invoke a law that’s basically just a parking ticket? There are much easier ways to cause a LOT of trouble for a foreigner by claiming sexual assault, or that they ‘touched her children’’, using laws that have been on the books for decades. I can understand why men are suspicious of being wrongfully accused of bad behavior - I hear about it, read about it, and watch what’s going on in the west. But this particular law has no ‘teeth’. Why worry about a Filipina having a toothpick she could stick you with, when she already has a 9mm that she’s had for years? As for the government, that claim is almost silly - it will cost a lot more than $20-$200 for the government to prosecute a year-long case! So the question is - who wanted this law passed, and why? As some people have wondered, is this “the thin tip of the wedge” of progressive ideology being slipped into our culture? They use these wedge issues to get their foot in the door of other cultures to lobby foreign governments to pass laws influenced by the west under the pretense of "human rights". The west divided the Philippines politically over Duterte's war on drugs. Now the west will pit the Filipino women and men against each other. This sounds EXACTLY like one of those laws; meant to create a war between the sexes as they have in the west. Why? Who knows, but single lonely people are good for consumer spending. Next will be light skin vs dark skin, then class warfare. A house divided (by the west) cannot stand (against the west).

In Australia we have the same problem whereby parliament passes stacks of new laws to address issues... That's their solution to everything. But these laws stay on the books and are difficult to revoke. Society gradually becomes influenced by these so called deceptively titled "safe space" laws making their way into workplaces through HR training/compliance, then the attitude of the people starts to change. Where I live in Canada when a man is accused of some inappropriate conduct towards a woman it is usually published in the media and society treats him as if he is guilty. He will frequently loose his job, and all his friends before the court case has even begun. When he wins the case it is not published and no one knows he is innocent. Many many men’s lives have been ruined by women who falsely accuse men of sexual misconduct, and the women face no penalties for lying. That is why laws like this are so provocative to many westerners, and why they seem to overreact. Because where we live a law like this is very dangerous for a man’s reputation.
Great content Pea, I must confess although there's a place for laws to protect those who are really assaulted, but because of abuse and opportunity the laws intended to protect became a tool for extortion, no matter who is compensated, some like to ruin lives if things don't happen like they think it should have, ( a woman scorned). @@TheFilipinaPea and if this infraction affects his visa renewal ... what then ? This does fall under the umbrella of Harassment . If you were charged with harassment in Canada any later application for a visa or visa renewal would be denied. The monetary amount means little in this case

Thank you for making a video of about this. I still think this will cause social problems between men, and women over there. I think most things about the law are good, but some things should be revised. Here in the United States the birth rate is very low. Men, and women here are at odds with one another. If you want good advice your country should not adopt California liberal laws. There was already a law there against public exposure there I’m sure. In reality there are no safe spaces, but everyone should show respect. Pea, we are worried about it because we see what goes on in the United States. I know women at work that say, and do things improper, but nothing is ever done to them. I, myself will continue to obey the law, and be mindful of it. Your are very reasonable at the very least. When I do eventually go to the Philippines, I will follow The Filipina Pea's advice on how to meet and politely greet women. Never make the woman feel pressured or like she has no exit route.
I would tend to agree with the good intent of the law but I still think it could be abused. As far as people looking, well people will always look, men or women. I adhere to the old saying, "if someone wants to advertise (or put on a show) they should expect an audience. " Great video 😀
My experience in Tuguegarao is that all Filipinos will say hello. When I walk down the street people always say, "Hello po," or "Hello Kuya," I have no issues with the ladies, and I talk to them all the time. They are more interested in me as an American, also the men because they like to understand what my thinking is. Since I am not a "sexpat," and have a Filipina wife I find it exhilarating to be able to communicate with people, and learn their ways. When in the Philippines, do as the Filipinos, and you will stay out of trouble.
I was so excited about your and learning about the Philippines and hopes of one day going there. Now since I have heard about this law I will not be heading to the Philippines. If I were to go there it would be to escape the madness that we are living in in the West. Not go for the same thing
Thought I would add my 2 cents again. The U.S. is litigation happy. I was once told that if you counted all the attorneys in the world, that 75% are located in this country.
I read the Act. In many areas it lacks specificity and provides to many vague areas. The biggest problem I see for foreigners is the language they use online or sexual actions exchanged online in a ldr gone wrong. For example, the foreigner finds out his girlfriend is a married cheater or has many boyfriends and he has sent her money for two years. I am sure he used the most choice words more than once directed at the Filipina after he found out. I can assure you this has happened thousands of times. I know of one time where the Fililipina's response was if you come to the Philippines I will have you deported. This is what I thought was advanced HIYA. What do you think the one foreigner typed to his ex Filipina girlfriend when in order to save face because her relationship ended she posted her ex foreigner was dead next to his photo and his friends and family called his 86 year old mother to find out how he died. This definitely happened and he was beyond irate and rightfully so. His language in response and that online exchange definitely fell under this act and could be misconstrued.
Unless they increase the penalty by a factor of 100, I wouldn’t worry toooooo much about this particular law, unless I’m missing something - which is always possible 👍😊
Also note this is the penalty for online sexual harassment which would definitely be targeted at foreigners involved with Filipinas online. Read the article and the Act.

Ticket in July-August 2022 this year from Europe or UK £4000 for round trip ticket. When you arrive there after min. 24 hour flight you have to mask up everywhere. In the airport on the plane ,walking in the street in malls and in hotels. and also masked up in all transport taxis bus jeepney etc. Prices everywhere very expensive compared to west and many bars/restaurants businesses closed down expect the big malls. Now we have the new mega woke laws. More fun in the Philippines ??!

This makes men worry, because of all the high media things that have happened here in the US in the last few years. I have been going to the Philippines since the 80's. Nicest people I have ever met. I love the people, traditions, food, and cake..... Never had a bad experience.
Going by all the single abandoned mother's I've spoken to, the most important law need in PH is the one that protects them from irresponsible ex-partners. Then focus on that stupid money grabbing thing known as annulment. Foreigners are the least of a filipina's problem.
When I was a young man in the Philippines I could have been protected by this law 😂now I am to old to get harassed. I remember a customer setting herself in my lap asking me how the system I installed worked, I was in shock and stuttered trying to explain the database architecture but she had no interest in that. It sucks getting old.

The Filipina doesn't get the fine so she has no financial incentive? So no way would a Filipina blackmail a guy by threatening a false claim backed by a few of her friends? Pretty much every foreigner would pay the blackmail. There are endless stories of foreigners breaking up with a Filipina and she goes right to "I'm going to get you deported!" These laws give Filipinas a lot more power to blackmail foreigners. "Foreigners have nothing to worry about...as long as they continue to act nicely." And "nicely" is determined by the Filipina. Only 2 women can have this "no problem" perspective.
If a Filipina was going to blackmail a foreigner, it would be rather silly to use a law with a $20 fine (that she doesn’t get) and no jail time. Wouldn’t she accuse you of rape, molestation, assault, or touching her children, instead of ‘he looked at me funny’? Yup, it’s a bad law and a step in the wrong direction, but it’s not likely to have any effect on foreigners (or locals). But as I said, time will tell 👍 I’ll be waiting right here to hear from all the men who’ve been charged with this … 😂
Yes TFP, but the hassle, if one is on holiday, becomes a bit like the bullet in the luggage scam where the expectation is that the foreigner feels threatened enough and would rather pay the scammers than spend his short holiday period fighting a bogus but nonetheless bothersome accusation. It seems to me that it can still be utilized as a way to blackmail foreigners, hoping they don't let it get to the law-level and thus pay something upfront.

Good grief, I really hope that the Philippines doesn’t become like the West in my time. Woke world is affecting everything in Uk now. It’s all about fifty different genders , LBGQ and diversity quotas. We also have a thing now about offensive staring. Cat calling and wolf whistles were banned years ago. Western guys want feminine not feminists. You would need to be offensive to receive a rude response from a Filipina. They are the most friendly and welcoming girls I’ve ever met, but that doesn’t mean you can take liberties. Be friendly polite and show respect, and you will never have any problems. I understand why foreigners are worried about this new "law" If a foreign guy breaks up with a girl, or if after a date the foreigner isn't interested in a second date, what is going to stop her from levelling false accusations?? I'm sure she had a "cousin" or friend who would be willing to lie for her.
Iv seen this happen several times with people i know, they made up accusations of asult or abuse. And now their gov is just making ot easier for them to make up a silly story to extort some cash from the foreigner

it would still take her time, effort and resources to pursue the claim. She will not likely get anything for her effort. Like Gracie said it will take time for the proceeding to take place. You could easily leave the Philippines before anything happened. The Philippines is not likely going to extradite you because you decided to break up with a Filipina.

I have had several relationships with Filopinas. I've never visited your country, but I'm thinking about visiting and staying for a period of 3-6 months. I'm still friends with one girl that lives and works here, and she offered many times that if I wanted, I could go and stay in her house where she and her family would welcome me as her guest. She has several businesses that are taken care of by her family in her absence. I'm considering her offer, but in the meantime, I'm going through your videos to help further my knowledge and expectations! Keep up the great work!
Thank you Pea, for discussing the amazing breadth of this law. Judging by how expansive it is in coverage, I cannot imagine that it will not be abused at some point and I do not limit the possible abuse to use in a Filipino versus foreigner situation. It very well might be used in a Filipino versus Filipino enmity, jealousy or political problem in the not too distant future. Suppose a police officer observes one Filipino brushing against another while walking on a sidewalk or a bench sitter seemingly leering at another Filipino and considers either to be a violation of the law. Can she arrest the alleged perpetrator and take him or her to a jail or a holding facility? If so, how long can the person be detained? I do not doubt that these examples sound ridiculous based on current general Philippine customs, but as more and more people become aware of the broad scope of the law, the greater the probability becomes of indiscriminate abuse of the law. I have no doubt that with thousands upon thousands of foreigners visiting the Philippines, legal protections for citizens are needed, but can't these protections be provided by previously existing and more narrowly construed laws . The 2019 law just sounds too wide open to be fairly enforced. I would be interested in hearing the thoughts of Gracie or a Filipino prosecutor on the possibilities of abuses under the terms of this particular law.

I am an older retiree, and although the Philippine Islands are beautiful, I don't foresee a possibility of being able to travel that far for vacation, so I'm not personally concerned about being arrested🙂 I recall seeing a young western jerk in a news photo shouting into the face of a Filipino policeman some years back. I have absolutely no sympathy for anyone who is rude or intentionally disrespects someone, and I support a more severe penalty for anyone being disorderly and abusive.
I looked up intrusive gazing and could not find a definition. Does the law controls one’s eyeballs? A look could be unlawful? What is the time limit between a glance and a stare? The Law itself is OK..... until you get 3 or 4 filipinos concocting a story and accusing a guy who is then blackmailed to " pay up or else!!" Who will Police believe? A Foreigner or 3 or 4 filipinos? That will happen someday, especially to a guy that is alone! Imagine walking down a street and some filpino says give me 20k or 100k or else she will scream for Police and had 3 or 4 friends to back up the story!! The 1k fine part is OK.. BUT one gets a Criminal Record attached to one's name! Not being Vaccinated I can't get in...and over past 2 years the Philippines has gone further down my list of places to go! So Covid has been good in that way!!

They may have to actually prove it in court, but even if you're found innocent, your reputation is ruined. Seen this happen over and over again in the US where innocent men are labeled forever as a sex offender just because a woman accused them.
The problem with a lot of these laws like in the west they mean well but unscrupulous people find a way to twist them to cause far more damage than originally intended.
Thanks for presenting and dissecting all the facts as usual Pea. It sounds pretty sensible to me, and in line with laws in any civilised nation to protect women (and men) from predatory behaviour. The burden of proof is always with the victim. Here in the UK, only a tiny fraction of even the most extreme cases of sexual assault make it to court. Not only do victims have to prove their abuse, but are often subjected to the most humiliating scrutiny of their personal lives. That (and the chronic underfunding of our court system by our dreadful government) means it often takes years to get justice, if ever. Sounds to me like this law will only affect people who shouldn’t be behaving in that appalling way in the first place!
@@TheFilipinaPea We know how this works, we,'ve had the same law a 4 years ago. it's like boiling a frog you don't turn up the heat at once but slowly increase it over time so the frog doesn't jump out. Recently we have a law about 'explicit consent'. That means if the women doesn't voice her agreement with sexual advances she can sue you for assault afterwards (no need to prove violence or actually being raped). Thanks for the heads-up, Pea. It doesn't really apply to me, though. You've heard the expression, "once bitten, twice shy"? Let's just say that I've been bitten a LOT. Now I barely nod once as a way to greet women I don't know (and I've been sneered at for doing that much... sigh). Smiling at a woman I don't know? Nope! I say "morning" or "afternoon" to women I do know, but that's it. No smile, no "good" at the beginning of those greetings, and even then I don't initiate the greeting, allowing the women to speak first. Besides the possibility of being slapped with a sexual harassment charge, there's also the other problem women have with me (stuff I've mentioned before). I barely even look at women anymore. So the ladies of the Philippines are quite safe from me, considering my experiences with women thus far. My alert goes up with I hear "safe spaces." The other alert is one of the law's issues is "intrusive gazing." What is that? If a woman goes to the beach and is wearing not much, if a guy stares at her, can he be charged? How long does he gaze, before he can be changed? I realize that it is up to the victim, but here in the States, a lawyer can always be found to make a case. And there is "social media," which can be stronger than any law. So when someone hears that there is a "safe space law," one is troubled, even if the reality in the Philippines is different..... I posted before the end bit, and see that the "safe spaces" law has concerns for you, too.

"leering and intrusive gazing" - in other words, that is all interpreted by the 'target', so even looking at a women CAN have you arrested if she wishes to express it as such. NOTE these are "sexual impropriety laws" meaning accusations can directly effect your ability to travel anywhere else in the world - few nations will look the other way about travelers who have been accused of harassing women in other nations. So yes, even glancing at them can get you arrested, creating a legal record. Not a joke. The same things that have many western men fleeing the west is what that law is outlining because ANYTHING can be interpreted as sexual and/or offensive. It is a very western set of conditions and leaves the interpretation of offensive up to the individual who can use it anyway they want.

Welcome to the 21st century, Philippines! You too can be Woke. Here in the good old USA we got very similar laws about 10-15 years ago. Many at the city and county level. It had a chilling effect at first as it became the latest tool in the age old battle of the sexes. The ultimate she said - he said. Today most of these laws are off the books or not enforced. Why? Because every time an offended woman accused a man of making an inappropriate comment, a misdemeanor in our legal system, the miscreant male, when approached by a cop, simply stated that the woman solicited him for prostitution, a felony. The courts were choked and soon the cops simply ignored all but the most blatant situations. Many places they took the laws off the books. I predict that your country will survive this nonsense. For all the reasons you stated. You fox quote to cause reflection comes from Benjamin Franklin who stated that those who sacrifice liberty for security soon find that they have neither. As for the subject manner I have known of cases here in the U.S where women, who desperately needed their jobs, were horribly harassed by their employer. Let's face it guys. The funny thing is that in the West I’ve had my bottom grabbed by women a few times in Public. It was not even a night club nor a party. I’ve never done the same to females.
I have been crotch grabbed by a girl in Singapore and even in Cebu. I did not really mind, after all such a thing usually isn't threatening to a guy, unwanted perhaps but not a threat. I however have never done something like that to a girl. The 2 girls did make a lasting impression though, even if I did not take them up on their offer
Honestly when I was there, I didn't feel like that law really was a thing let alone something people would actually use. I even went to the red light district with my fiance in Manila, people were overly respectful overall to one another. Realistically, all you have to do is treat someone the way you would like to be treated and go about your day. If you're stupid enough to actually do something in public, then you obviously deserve the full extent of the punishment.

I don't like it. If I just brush up against somebody accidentally in a crowd and they take offense to it I would be in a world of hurt in trouble. Even if I had no intention whatsoever of sexual gratification of any kind I'd be in a position of having to prove that it was simply an accidental contact. Furthermore I've never heard of a woman masturbating in public or flashing unless she was getting paid to do so. Also, "Rude gestures" is a pretty vague category. In fact everything about this law seems either 1) Vague and difficult to define, 2) Clearly directed at men, and or 3) Has the potential to criminalize ordinary and even unintentional interactions between men and women. Also I'm always leery of laws like this that criminalize "unwanted" attention. First of all you never know whether or not the attention you're giving somebody is wanted unless and until they tell you through actions or preferably words. Women everywhere are notorious for not saying what they mean and meaning what they say. This law clearly brings radical feminism to the Philippines in a dangerous way.

Christian upbringing and basic morality can make all the difference in how many will perceive your actions. Hi Pea. I just watched your posting relating to, “The Safe Spaces Law”. I was originally concerned about how it concerned with, how it could affect me. Not an issue, just is common respect for others. I worked at an Electronic Laboratory in San Francisco, for 23 years. Our company hired a lawyer to come in for a day and give us a seminar on aspects of impersonal work relationships. Sorry, I have been over verbose lately. A few weeks ago, I think, I may have had a small, “microvascular ischemia”, I lost some of my vocabulary. It’s returning. Thanks for your postings, I find them very benefits with living here. OH... my... just a bump on a bus, looking too hard, or saying someone looks nice. This is a "scary law". A foreigner will always be a second class person and if a woman is not attractive to a person who compliments on how she looks can accuse the man as harassment based on the law.
People shouldn't worry about this. I have a long story, but I did have a false accusation by some random hooker that I never seen before because she was trying to defend her foreigner customer who sucker punched me in an gogo bar. She basically said I sexually assaulted (grabbed her a$$) her, but she had no proof. I had proof of him punching me in the bar (CCTV tape). Basically she couldn't prove anything and it was readily apparent she was making the whole thing up an effort to get me to drop charges against the crazy foreigner. I should add the attacker brought in multiple people to support this hookers false testimony. In the end the PNP didn't even file any charges against me. The crazy foreigner got locked up though, LOL. Ok, so that's a case of a woman straight up saying I grabbed her a$$, and they didn't press charges, and she even had multiple people lying in support of her (bearing false witness). So guys don't worry about this law if you're not the type of guy that follows women around with seriously aggressive, vulgar and menacing behavior where it's clear you're seriously out of line. Honestly this law was made up to handle people that can't behave themselves, not to set people up. Don't have PTSD because of American Feminists. Go to the Philippines and claim spiritual victory over them by finding the love of your life.

The paranoia from Westerners is understandable. I can nod, smile and say hello to a woman (ad I do everyone, man or woman jist to be friendly and polite) and be called a creep or get "the look". That doesn't happen in Filipina culture, but the fear in the West about what is harassment and what is not is real. Women think anything is harassment for some reason, even a simple hello.

A long time ago I was working in a store and I was told to go outside and get carts I would was scheduled at a certain time they scheduled it I didn't well the person who work there would come in to go to work I never said anything to her never touched her anything well a few weeks later I was called in the office by the general manager he accused me of sexual harassment I didn't know what he was talking about and he says you don't have to say anything or do anything to anybody you can just look at somebody and it is considered harassment I didn't lose my job but I could have a few weeks later she accused someone else of sexual harassment it turned out she was just a nut and they ended up firing her but the point is you can be accused of sexual harassment for nothing just someone thinking or feeling things and that's not right and that's probably what a lot of westerners are afraid of love your stuff p
Depends. It is only harassment if they don't like the guy, be it in Philippines or in Western countries. If he looks like Tom Cruise, Idris Elba or Sam Milby he can get away with a lot more than a fat or ugly guy.

Since finding your wonderful channel and loving it so much, I have reached out and found other channels from the Philippines to learn more and verify the information through multiple sources, and my finding through all the Filipino channels I have found and livestream channel operators I have talked with, I can say that the Philippines is 100000% the place for me (If and when I can afford it) Everyone I have engaged with in livestreams, and watched on TH-cam, has always been so happy and cheerful regardless what trials they are personally going through.

Thank You Pea for letting us foreigners know about this law. Like others have stated - this is how it begins. Men in the US have seen laws like this one become misconstrued into something very harmful to the male gender. The more "Western" the Philippines becomes - the less likely people are to visit there. I was reprimanded 25 years ago at work for saying Merry Christmas to a female co-worker while helping decorate the office for the Holiday. She cited Sexual Harrasment agaist me. I was married with a todler at home at that time and found this ridiculous however needed the job and jumped through hoops to keep the job for my family. That incident changed my thinking and behavior of the workplace, women & the legal system in my country. And I am not alone in this experience. This law may have been created with good intentions there but it could become very tainted and abused like it is over here.
Yup, totally agree it usually starts put with many small laws, if it becomes like the USA, I will not be retiring there at all, and will switch gears to look into Eastern Europe for sure. I still have 10 years minimum till I leave, but will be keeping checking year after year to see if it turns into a western wasteland. Alternatively I do agree with the Pea, for now..if your a normal dude and polite expat, we should all be fine, and this alone shouldnt prevent us from moving there permanently. Just keep tabs with the new president and laws that pass over the years to see if they keep making more laws on top of laws. Then you will get your answer.

It's good to see the lovely Gracie again. Pea, I understand why western guys are freaking out over this law. It is a mirror of laws passed here in the USA years ago. It seemed innocuous and reasonable here but, over time it's been used against men who simply were trying to meet women. For just saying things like "good morning you look nice today" to a woman in her workplace. It is why a lot of guys no longer even try to flirt with women here in the states. I'm not saying that this will also happen in the PI but it absolutely happened here. I myself have gotten verbally reprimanded for saying Maam and opening a door for a woman, That's how bad it has gotten here. I do these things anyway because I was raised to show respect to women. The law is vague, and almost all the ‘crimes’ it mentions were already covered under existing laws.
Filipinas aren’t feminists, and we don’t go around looking to charge or sue people (just the opposite, in fact), and we don’t run to the authorities every time someone ‘hurts our feelings’.
The fact is, most Filipinas will never even hear of this law.
Some people have suggested that it was put in place specifically to extort money from foreigners, or will be used by Filipinas seeking revenge. In my opinion, that’s not the case - why would a Filipina invoke a law that’s basically just a parking ticket? There are much easier ways to cause a LOT of trouble for a foreigner by claiming sexual assault, or that they ‘touched her children’’, using laws that have been on the books for decades.
I can understand why men are suspicious of being wrongfully accused of bad behavior - I hear about it, read about it, and watch what’s going on in the west. But this particular law has no ‘teeth’. Why worry about a Filipina having a toothpick she could stick you with, when she already has a 9mm that she’s had for years?
As for the government, that claim is almost silly - it will cost a lot more than $20-$200 for the government to prosecute a year-long case!
So the question is - who wanted this law passed, and why? As some people have wondered, is this “the thin tip of the wedge” of progressive ideology being slipped into our culture?

They use these wedge issues to get their foot in the door of other cultures to lobby foreign governments to pass laws influenced by the west under the pretense of "human rights". The west divided the Philippines politically over Duterte's war on drugs. Now the west will pit the Filipino women and men against each other. This sounds EXACTLY like one of those laws; meant to create a war between the sexes as they have in the west. Why? Who knows, but single lonely people are good for consumer spending. Next will be light skin vs dark skin, then class warfare. A house divided (by the west) cannot stand (against the west).

In Australia we have the same problem whereby parliament passes stacks of new laws to address issues... That's their solution to everything. But these laws stay on the books and are difficult to revoke. Where I live in Canada when a man is accused of some inappropriate conduct towards a woman it is usually published in the media and society treats him as if he is guilty. He will frequently loose his job, and all his friends before the court case has even begun. When he wins the case it is not published and no one knows he is innocent. Many many men’s lives have been ruined by women who falsely accuse men of sexual misconduct, and the women face no penalties for lying.
That is why laws like this are so provocative to many westerners, and why they seem to overreact. Because where we live a law like this is very dangerous for a man’s reputation.

I think most things about the law are good, but some things should be revised. Here in the United States the birth rate is very low. Men, and women here are at odds with one another. If you want good advice your country should not adopt California liberal laws. There was already a law there against public exposure there I’m sure. In reality there are no safe spaces, but everyone should show respect. Pea, we are worried about it because we see what goes on in the United States. I know women at work that say, and do things improper, but nothing is ever done to them. I, myself will continue to obey the law, and be mindful of it. My experience in Tuguegarao is that all Filipinos will say hello. When I walk down the street people always say, "Hello po," or "Hello Kuya," I have no issues with the ladies, and I talk to them all the time. They are more interested in me as an American, also the men because they like to understand what my thinking is. Since I am not a "sexpat," and have a Filipina wife I find it exhilarating to be able to communicate with people, and learn their ways. When in the Philippines, do as the Filipinos, and you will stay out of trouble.

I read the Act. In many areas it lacks specificity and provides to many vague areas. The biggest problem I see for foreigners is the language they use online or sexual actions exchanged online in a ldr gone wrong. For example, the foreigner finds out his girlfriend is a married cheater or has many boyfriends and he has sent her money for two years. I am sure he used the most choice words more than once directed at the Filipina after he found out. I can assure you this has happened thousands of times. I know of one time where the Fililipina's response was if you come to the Philippines I will have you deported. This is what I thought was advanced HIYA. What do you think the one foreigner typed to his ex Filipina girlfriend when in order to save face because her relationship ended she posted her ex foreigner was dead next to his photo and his friends and family called his 86 year old mother to find out how he died. This definitely happened and he was beyond irate and rightfully so. His language in response and that online exchange definitely fell under this act and could be misconstrued.
Unless they increase the penalty by a factor of 100, I wouldn’t worry toooooo much about this particular law, unless I’m missing something - which is always possible 👍😊
you are correct, when 'people' need/want money, this is one of the easiest ways to milk the cash cow, for many, not all but many.

The Philippines is sounding more and more like the US, it just goes downhill from here.
Ticket in July-August 2022 this year from Europe or UK £4000 for round trip ticket.
When you arrive there after min. 24 hour flight you have to mask up everywhere.
In the airport on the plane ,walking in the street in malls and in hotels. and also masked up in all transport taxis bus jeepney etc.
Prices everywhere very expensive compared to west and many bars/restaurants businesses closed down expect the big malls.
Now we have the new mega woke laws.

This makes men worry, because of all the high media things that have happened here in the US in the last few years. Many of those things were proven correct, and those offenders should be rightfully prosecuted, but there are women who have made charges that were false, and they ruined the way he is looked in the public eye. Going by all the single abandoned mother's I've spoken to, the most important law need in PH is the one that protects them from irresponsible ex-partners.

When I was a young man in the Philippines I could have been protected by this law 😂now I am to old to get harassed. I remember a customer setting herself in my lap asking me how the system I installed worked, I was in shock and stuttered trying to explain the database architecture but she had no interest in that. It sucks getting old.

Filipina blackmail a guy by threatening a false claim backed by a few of her friends? Pretty much every foreigner would pay the blackmail.
There are endless stories of foreigners breaking up with a Filipina and she goes right to "I'm going to get you deported!" These laws give Filipinas a lot more power to blackmail foreigners.
"Foreigners have nothing to worry about...as long as they continue to act nicely." And "nicely" is determined by the Filipina. Only 2 women can have this "no problem" perspective.
If a Filipina was going to blackmail a foreigner, it would be rather silly to use a law with a $20 fine (that she doesn’t get) and no jail time.

Yes TFP, but the hassle, if one is on holiday, becomes a bit like the bullet in the luggage scam where the expectation is that the foreigner feels threatened enough and would rather pay the scammers than spend his short holiday period fighting a bogus but nonetheless bothersome accusation. It seems to me that it can still be utilized as a way to blackmail foreigners, hoping they don't let it get to the law-level and thus pay something upfront.

Good grief, I really hope that the Philippines doesn’t become like the West in my time. Woke world is affecting everything in Uk now. It’s all about fifty different genders , LBGQ and diversity quotas. We also have a thing now about offensive staring. Cat calling and wolf whistles were banned years ago. If a foreign guy breaks up with a girl, or if after a date the foreigner isn't interested in a second date, what is going to stop her from levelling false accusations?? I'm sure she had a "cousin" or friend who would be willing to lie for her.
Iv seen this happen several times with people i know, they made up accusations of asult or abuse. And now their gov is just making ot easier for them to make up a silly story to extort some cash from the foreigner

it would still take her time, effort and resources to pursue the claim. She will not likely get anything for her effort. Like Gracie said it will take time for the proceeding to take place. You could easily leave the Philippines before anything happened. The Philippines is not likely going to extradite you because you decided to break up with a Filipina.

I have had several relationships with Filopinas. I've never visited your country, but I'm thinking about visiting and staying for a period of 3-6 months. I'm still friends with one girl that lives and works here, and she offered many times that if I wanted, I could go and stay in her house where she and her family would welcome me as her guest. She has several businesses that are taken care of by her family in her absence. Judging by how expansive it is in coverage, I cannot imagine that it will not be abused at some point and I do not limit the possible abuse to use in a Filipino versus foreigner situation. It very well might be used in a Filipino versus Filipino enmity, jealousy or political problem in the not too distant future. Suppose a police officer observes one Filipino brushing against another while walking on a sidewalk or a bench sitter seemingly leering at another Filipino and considers either to be a violation of the law. Can she arrest the alleged perpetrator and take him or her to a jail or a holding facility? If so, how long can the person be detained?
I do not doubt that these examples sound ridiculous based on current general Philippine customs, but as more and more people become aware of the broad scope of the law, the greater the probability becomes of indiscriminate abuse of the law.
I have no doubt that with thousands upon thousands of foreigners visiting the Philippines, legal protections for citizens are needed, but can't these protections be provided by previously existing and more narrowly construed laws . The 2019 law just sounds too wide open to be fairly enforced. I would be interested in hearing the thoughts of Gracie or a Filipino prosecutor on the possibilities of abuses under the terms of this particular law.
From what I understand, it’s a ticketable offense, not a jailable offense, so you won’t be arrested 😊

They may have to actually prove it in court, but even if you're found innocent, your reputation is ruined. Seen this happen over and over again in the US where innocent men are labeled forever as a sex offender just because a woman accused them.

The problem with a lot of these laws like in the west they mean well but unscrupulous people find a way to twist them to cause far more damage than originally intended.

Thanks for presenting and dissecting all the facts as usual Pea. It sounds pretty sensible to me, and in line with laws in any civilised nation to protect women (and men) from predatory behaviour. The burden of proof is always with the victim. Here in the UK, only a tiny fraction of even the most extreme cases of sexual assault make it to court. Not only do victims have to prove their abuse, but are often subjected to the most humiliating scrutiny of their personal lives. That (and the chronic underfunding of our court system by our dreadful government) means it often takes years to get justice, if ever. Sounds to me like this law will only affect people who shouldn’t be behaving in that appalling way in the first place!
And with the tiny penalties, I doubt anyone has to worry about things like ‘intrusive gazing’ 😂

@@TheFilipinaPea We know how this works, we,'ve had the same law a 4 years ago. it's like boiling a frog you don't turn up the heat at once but slowly increase it over time so the frog doesn't jump out. Recently we have a law about 'explicit consent'. That means if the women doesn't voice her agreement with sexual advances she can sue you for assault afterwards (no need to prove violence or actually being raped). In most situations people don't explicitly voice what they are going to do because that can break the mood, or a woman might have sex drunk and regret it afterwards etc...

It doesn't really apply to me, though. You've heard the expression, "once bitten, twice shy"? Let's just say that I've been bitten a LOT.
Now I barely nod once as a way to greet women I don't know (and I've been sneered at for doing that much... sigh). Smiling at a woman I don't know? Nope! I say "morning" or "afternoon" to women I do know, but that's it. No smile, no "good" at the beginning of those greetings, and even then I don't initiate the greeting, allowing the women to speak first.
Besides the possibility of being slapped with a sexual harassment charge, there's also the other problem women have with me (stuff I've mentioned before). I barely even look at women anymore.
So the ladies of the Philippines are quite safe from me, considering my experiences with women thus far.
I know you've said repeatedly that Filipinas are different from Western women, but I have yet to experience that for myself. Until then, I'm definitely once bitten, twice shy.

My alert goes up with I hear "safe spaces." The other alert is one of the law's issues is "intrusive gazing." What is that? If a woman goes to the beach and is wearing not much, if a guy stares at her, can he be charged? How long does he gaze, before he can be changed? I realize that it is up to the victim, but here in the States, a lawyer can always be found to make a case. And there is "social media," which can be stronger than any law. So when someone hears that there is a "safe space law," one is troubled, even if the reality in the Philippines is different..... I posted before the end bit, and see that the "safe spaces" law has concerns for you, too.

"leering and intrusive gazing" - in other words, that is all interpreted by the 'target', so even looking at a women CAN have you arrested if she wishes to express it as such. NOTE these are "sexual impropriety laws" meaning accusations can directly effect your ability to travel anywhere else in the world - few nations will look the other way about travelers who have been accused of harassing women in other nations.
So yes, even glancing at them can get you arrested, creating a legal record. Not a joke. The same things that have many western men fleeing the west is what that law is outlining because ANYTHING can be interpreted as sexual and/or offensive. It is a very western set of conditions and leaves the interpretation of offensive up to the individual who can use it anyway they want.

Welcome to the 21st century, Philippines! You too can be Woke. Here in the good old USA we got very similar laws about 10-15 years ago. Many at the city and county level.
It had a chilling effect at first as it became the latest tool in the age old battle of the sexes. The ultimate she said - he said. Today most of these laws are off the books or not enforced. Why? Because every time an offended woman accused a man of making an inappropriate comment, a misdemeanor in our legal system, the miscreant male, when approached by a cop, simply stated that the woman solicited him for prostitution, a felony. The courts were choked and soon the cops simply ignored all but the most blatant situations. Many places they took the laws off the books. I predict that your country will survive this nonsense. For all the reasons you stated.
You fox quote to cause reflection comes from Benjamin Franklin who stated that those who sacrifice liberty for security soon find that they have neither. It’s basically the same for safe spaces.

As for the subject manner I have known of cases here in the U.S where women, who desperately needed their jobs, were horribly harassed by their employer. Let's face it guys. Honestly when I was there, I didn't feel like that law really was a thing let alone something people would actually use. I even went to the red light district with my fiance in Manila, people were overly respectful overall to one another. Realistically, all you have to do is treat someone the way you would like to be treated and go about your day. If you're stupid enough to actually do something in public, then you obviously deserve the full extent of the punishment.

The fact remains that there’s always ways to abuse any laws, however like you said if you’re using common sense then there’s nothing to worry about
And even if you try to abuse this one, it’ll only cost someone $20 - a year later 😂😂😂

I think most people will never have a problem with that law, especially if they use every day common sense. I don't like it.
If I just brush up against somebody accidentally in a crowd and they take offense to it I would be in a world of hurt in trouble. Even if I had no intention whatsoever of sexual gratification of any kind I'd be in a position of having to prove that it was simply an accidental contact.
Furthermore I've never heard of a woman masturbating in public or flashing unless she was getting paid to do so.
Also, "Rude gestures" is a pretty vague category.
In fact everything about this law seems either 1) Vague and difficult to define, 2) Clearly directed at men, and or 3) Has the potential to criminalize ordinary and even unintentional interactions between men and women.
Also I'm always leery of laws like this that criminalize "unwanted" attention.
First of all you never know whether or not the attention you're giving somebody is wanted unless and until they tell you through actions or preferably words.
Women everywhere are notorious for not saying what they mean and meaning what they say.
This law clearly brings radical feminism to the Philippines in a dangerous way.
Yes, don’t like it either - we already had laws to cover this, and the wording here is too vague and subjective!
But you won’t have to prove you’re innocent, she has to prove you’re guilty 😊👍

Just have a little common courtesy mind your manners and respect the people that you are around.
Christian upbringing and basic morality can make all the difference in how many will perceive your actions.
And if you accidentally offend anyone and realize it, an apology will go a long way to correct the problem.

Hi Pea. I just watched your posting relating to, “The Safe Spaces Law”. I was originally concerned about how it concerned with, how it could affect me. Not an issue, just is common respect for others. I worked at an Electronic Laboratory in San Francisco, for 23 years. Our company hired a lawyer to come in for a day and give us a seminar on aspects of impersonal work relationships. Sorry, I have been over verbose lately. A few weeks ago, I think, I may have had a small, “microvascular ischemia”, I lost some of my vocabulary. It’s returning. Thanks for your postings, I find them very benefits with living here. I built a house, here in Dalaguete.

OH... my... just a bump on a bus, looking too hard, or saying someone looks nice. This is a "scary law". A foreigner will always be a second class person and if a woman is not attractive to a person who compliments on how she looks can accuse the man as harassment based on the law.
