Restitution is not necessary for salvation but it must follow salvation. If it was then the thief on the cross would not be in Heaven now. Refusal to restitution show you repentance is fake. If a person repents and is sincerely unable to restitution he will go to Heaven but if he refuses to do so then he is still a thief
Repent and be converted(restitution is a sign of conversion) that your sins may be blotted out and times of refreshing shall come from the Lord Acts 3:19.

Stop scaring people. Ur giving them burdens of sins of their fathers. These r children of God by promise. No child of God can commit sin coz of yhe spirit of God in them.
