Guy licensing a song is not hard. anyone can do it. Takes 5 minutes. You have to pay for 25 sales for the song and then streams etc are covered by Spotify themselves, spotify makes sure the artist you cover get his money. Licensing is only needed for sales, not for streams, cause the streaming services take care of paying the right money to the right person for that.

This would not be considered a cover. A cover is not the beat itself. A cover is when you perform the lyrics of a song. An example could be me singing Mario’s “Let Me Love You” but playing a different melody that was not in the original song.
If you kept the same hook, but gave your own verses, this would be considered a new song. It’s a remix, not a cover, which is you performing a body of work already created. If you wanted to make it different, I would suggest, performing the work, over a new beat.

So when it comes to my sound as a artist should I find one or two producers and just stick to them and their beats or does it matter cause I don’t want my sound all over the place I need to build a solid foundation first before go in a bunch of different directions
Best way is to stick to a few producers. I wouldn't let that stop you from creating though; make the music you want to if you find a good sound! But it will definitely give you some cohesiveness if you work with the same couple of producers. That's what I've found at least
