I haven't used twitter in years, but I remember you can change the settings for getting a push notification in your phone when someone follows you. If you get so many in shorts amounts of time, the system may start to group the notifs (as in 'x' amount of people followed you) or just showing you some of them, so they don't use many resources delivering so many notifications that you may not open.
Funnily enough I don't use twitter enough to care and most VTubers feel like they don't read comment sections so its really less of a I'm worried about being stalked and more just here for the fan interactions.
