If not working look at bottom right(blue color bar) if it shows DJANGO-HTML change it to HTML

If the ! still does not work:
1. Save file in html
2. Type html:5
3. Hit Enter or Tab

The reason why it wasn't working for me was because I hid the emmet abbreviations. Try to CTRL + Space after putting ! and it should work.
did you find a permanent fix?
@@saddy4420 I did. Press ! and then tab right away even if you don't see the emmet abbreviation and it should work.

My shortcut is not working, even after saving the file as an html. My VSC version is 16.0.30621.155

I know it's late but have you changed the programing language to HTML? I've installed Django before and as a result, when I created the .html file, the default language was Django HTML, so I changed the language to HTML and it worked
@Nguyenn jor I had VS code version 2021 in which it didnt work then i switched to vs code 2019 a it will all worked out
