The "Delinquent" genre is full of gangs that just throw hands.The focus is mostly about shedding childhood and figuring out what you want to do in life , what self identity means to you, or what value the bonds you make really worth. Crows (zero),Gokusen,Worst, Bancho bandass, Drop, ect have a great manga run but unfortunately they don't have anime tied to them other than some OVAs. More than likely cause there's not flash to them because they're grounded in reality and gang politics and ideals no magic , power ups or super moves. Which personally is WHY I love them, The characters put it all on the line and use skills and experience to the fights which make the stakes high.A lot of them get injured ( breaking bones, losing an eye, some can't even walk without a cane anymore) and find new ways to evolve their fighting style to keep on. Windbreaker is pretty, personally I hope this entices studios to bring the genre into anime

So Windbreaker and Tokyo Revengers are homages to student street gangs of manga in the 90s, as well as manga like 'Be-Bop High School' (published in the early 80s about 2 delinquent students with pompadours swaggering through fights), which itself was influenced by even earlier ones like 'Otoko Ippiki Gaki Daishou' about a highschooler wanting to become the "number 1 gang leader in Japan" from around the late 60s. Ya gotta ask yourself, why are there so many gangs? Why are they so young? Why are there no cops? Why does life seem so tough? Where are the adults? Could the grownups be dead from a giant war and society unstable from losing that war? Ultimately, this trope is like 60 years out of date... of course it makes no sense in modern Japan.
